Βέβαιη η συνδεδεμένη ενίσχυση έως 56 ευρώ το στρέμμα από φέτος ώστε να αυξηθούν οι σπορές στο καλαμπόκι
Παρά το γεγονός ότι η κυβέρνηση και ο αρμόδιος επί του θέματος υπουργός Γιώργος Γεωργαντάς, αποφεύγουν τις πολλές αναφορές επί του θέματος, καλά διασταυρωμένες πηγές του Agronews επιμένουν ότι οι αρμόδιες αρχές είναι πολύ κοντά στην διαμόρφωση των τελικών αποφάσεων επί του θέματος, καθώς έχουν ήδη λάβει το πράσινο φως από τις Βρυξέλλες.
Η σχετική απόφαση θα επιβαρύνει τον προϋπολογισμό άμεσων ενισχύσεων της τρέχουσας διετίας (μεταβατική περίοδος ΚΑΠ), εξαντλώντας το περιθώριο για συνδεδεμένες ενισχύσεις, με ένα επί πλέον ποσό της τάξεως των 48 εκατ. ευρώ, πράγμα που σημαίνει ότι η εν λόγω ενίσχυση στο καλαμπόκι μπορεί να φθάσει, ανάλογα με τα στρέμματα που θα καλλιεργηθούν, μέχρι 56 ευρώ το στρέμμα.
Πιο συγκεκριμένα, όπως έχει ήδη γράψει εδώ και δύο εβδομάδες η Agrenda στο ΟΣ∆Ε του 2019 (έτος αναφοράς για τον υπολογισµό συνδεδεµένων) δηλώθηκαν 850.000 στρέµµατα µε τον κωδικό «Αραβόσιτος». Η Ελλάδα έχει τη δυνατότητα κανονιστικά να προσφέρει για συνδεδεµένες ενισχύσεις στη νέα περίοδο ποσό ύψους 260 εκατ. ευρώ (το 15% των άµεσων ενισχύσεων). Ήδη η πρόταση που έχει κάνει η χώρα απορροφά κονδύλια ύψους 212 εκατ. ευρώ, ως εκ τούτου «περισσεύουν» ακόµα 48 εκατ. ευρώ. Εφόσον είναι διατεθηµένη η χώρα µας να προσφέρει όλο το ποσό που αποµένει στο καλαµπόκι, προκύπτει ποσό 56 ευρώ το στρέµµα.
Την ίδια στιγμή στην εγχώρια αγορά, το εμπόριο προσεγγίζει τους παραγωγούς προσφέροντας κλειστά συμβόλαια με 30 λεπτά το κιλό για τη νέα σοδειά. Η είδηση έρχεται από το μεγάλο παραγωγικό κέντρο ζωοτροφών της Βοιωτίας, όπου όπως μεταφέρει στην Agrenda άνθρωπος της αγοράς, προς το παρόν οι παραγωγοί διστάζουν να προχωρήσουν σε κάποια σύμβαση. Ωστόσο, στους κάμπους της περιοχής που ξεκίνησε τα τελευταία 24ωρα η προετοιμασία των χωραφιών για την σπορά του καλαμποκιού, αναμένεται να αυξηθούν τα στρέμματα, με την καλλιέργεια να κερδίζει έδαφος έναντι του ηλίανθου. Εκτιμήσεις θέλουν την αύξηση των στρεμμάτων να προσεγγίζει το 20% συγκριτικά με πέρυσι. Καταλύτης στην επιλογή αυτή των παραγωγών είναι και η προσμονή για συνδεδεμένη ενίσχυση.
Παράλληλα γίνονται κρούσεις για εξασφάλιση ποσοτήτων καλαμπομποκιού που θα κατευθυνθούν προς ενσίρωση τον Αύγουστο, με την αγορά εδώ να διαπραγματεύεται από τώρα τα 6 με 7 λεπτά το κιλό, λίγο πάνω δηλαδή από τα επίπεδα με τα οποία εγκαινιάστηκε η περσινή περίοδος αλωνισμού για το καλαμπόκι.

Όπως είχε γράψει πρώτο το Agronews και η Agrenda η συνδεδεµένη ενίσχυση στο καλαµπόκι γίνεται προσπάθεια να ισχύσει από φέτος ώστε να αυξηθούν οι εκτάσεις και η προσφορά. Επί του θέµατος ο κ. Γεωργαντάς ανέφερε πως «αισιοδοξούµε ότι θα γίνει, είναι και οι συνθήκες τέτοιες», προσθέτοντας πως «προσπαθούµε να µην αλλάξει το µείγµα των ενισχύσεων, έχει πολλά ζητήµατα και η επιτροπή έχει τα δικά της φίλτρα».
Σύμφωνα με το ρεπορτάζ, όλα θα εξαρτηθούν και από πιέσεις που προτίθενται να ασκήσουν και άλλα κράτη-μέλη να ανοίξει εκτάκτως η δυνατότητα τροποποίησης του φακέλου άμεσων ενισχύσεων του 2022. Ένα από αυτά τα κράτη είναι η Ιταλία. Σε περίπτωση που δοθεί η δυνατότητα μιας έκτακτης αλλαγής του φακέλου των συνδεδεμένων ενόψει των επερχόμενων σπορών, η ενίσχυση για το καλαμπόκι θα κληθεί να ανταγωνιστεί την ειδική βάμβακος.
Ασφαλείς πληροφορίες της Agrenda αναφέρουν πως την περασµένη Τετάρτη υπήρξε συνάντηση µεταξύ των συµβούλων για τη νέα ΚΑΠ µε τον υπουργό Αγροτικής Ανάπτυξης, Γιώργο Γεωργαντά να ζητά τον υπολογισμό του στρεμματικού πριμ, το οποίο επιθυμεί να ισχύσει για τις φετινές εαρινές σπορές. Ειδικότερα όσον αφορά το ποσό εκτιμάται πως για να είναι ένα σαφές κίνητρο για περισσότερα στρέμματα θα χρειαστεί ποσό που θα αντιγωνίζεται αυτό που δίνεται για την ειδική βάμβακος το οποίο υπενθυμίζεται είναι 70 ευρώ το στρέμμα. Για ένα τέτοιο ποσό θα χρειαστούν τουλάχιστον 60 εκατ. ευρώ, το οποίο πρέπει να κοπεί είτε από άλλες συνδεδεμένες είτε από τη βασική ενίσχυση. Το εγχείρημα διευκολύνεται δεδομένης της συγκυρίας, κατά την οποία οι τιµές σε όλα τα είδη ζωοτροφών ενισχύθηκαν κατά 20 έως 25%, µε τη µεγαλύτερη ένταση ανόδου να αποτυπώνεται στην τιµή για το καλαµπόκι που από τα 31 µε 32 λεπτά την περασµένη Πέµπτη 10 Μαρτίου, έφτασε τα 38 λεπτά τα τελευταία 24ωρα.
Παράλληλα συζητείται το ενδεχόμενο να διευρύνει η Κομισιόν τις εισαγωγές γενετικά τροποποιημένου καλαμποκιού (GMO) από την Αργεντινή με ορίζοντα διάρκειας ως το 2028, κάτι για το οποίο πιέζει έντονα η Ισπανία, η οποία εισάγει το 42% των αναγκών της από την Ουκρανία και είναι εκτεθειμένη στις εξελίξεις από το μέτωπο.

Σηµειώνεται εδώ πως αν και το υπουργείο Αγροτικής Ανάπτυξης θέλει να υπερασπιστεί την επιλογή του να κρατήσει τις 19 συνδεδεµένες (συν το καλαµπόκι), µε τα µέχρι στιγµής δεδοµένα δύσκολα θα παραµείνει ίδιο το µείγµα. Παρ’ όλα αυτά, ο φόβος για επισιτιστική κρίση αναµένεται να διευκολύνει τις προσπάθειες των ελληνικών αρχών. Σε εκκρεµµότητα βρίσκονται ακόµα και τυχόν αλλαγές στο καθεστώς συνδεδεµένης των βοοειδών, και µένει να φανούν οι όποιες διαφοροποιήσεις που θα γίνουν.

Εν τω µεταξύ, την ανακατεύθυνση των πόρων της νέας ΚΑΠ µε την ανάλογη τροποποίηση των στρατηγικών τους σχεδίων εξετάζει ήδη µεταξύ άλλων η Ιταλία µε στόχο τη στήριξη µιας στρατηγικής µεγιστοποίησης της γεωργικής παραγωγής. Συγκεκριµένα σε οµιλία του στο εθνικό κοινοβούλιο, ο υπουργός Γεωργίας της Ιταλίας Στέφανο Πατουανέλι δήλωσε πως η κυβέρνηση θέλει να αυξήσει το ποσοστό των συνδεδεµένων πληρωµών για τις στρατηγικές παραγωγές για τις οποίες η ΕΕ δεν είναι αυτάρκης, όπως οι φυτικές πρωτεΐνες και τα δηµητριακά.
