Από εκεί και πέρα ο χρόνος της πίστωσης θα εξαρτηθεί από την ετοιμότητα του ΟΠΕΚΕΠΕ, με το ποσό να προβλέπεται περίπου στα 225 εκατ. ευρώ για 9.710 δικαιούχους που είναι το 70% του ποσού των 319 εκατ. ευρώ τα οποία έχουν δεσμευτεί για τις ανάγκες των 8 περιφερειών που θα πληρώσουν πρώτες. Οι πληροφορίες αναφέρουν πως στόχος είναι να έχει γίνει η πληρωμή μέσα στο ερχόμενο 10ήμερο.
Παράλληλα μέσα στην εβδομάδα λήγει η διορία για τις ενστάσεις σε ορισμένες περιφέρειες της χώρας και χρειάζεται προσοχή οι ενδιαφερόμενοι να μην χάσουν τις προθεσμίες. Συγκεκριμένα, στις παρακάτω περιφέρειες έχουν δικαίωµα ένστασης οι ενδιαφερόµενοι εντός 15 ηµερών από την ηµεροµηνία απόφασης ένταξης η οποία έχει ως εξής:
- Στερεά Ελλάδα: 12 Ιουλίου
- ∆υτική Μακεδονία: 12 Ιουλίου
- ∆υτική Ελλάδα: 13 Ιουλίου
- Θεσσαλία: 13 Ιουλίου
- Κρήτη: 14 Ιουλίου
- Κεντρική Μακεδονία: 14 Ιουλίου
- Ήπειρος: 19 Ιουλίου
- Ανατολική Μακεδονία & Θράκη: 19 Ιουλίου
Οι ενστάσεις θα πληρωθούν αργότερα και κατά πάσα πιθανότητα µετά τον Οκτώβριο. Όσον αφορά τις υπόλοιπες περιφέρεις (νησιά, Πελοπόννησος) πρώτα πρέπει να εκδοθούν τα αποτελέσµατα διοικητικών ελέγχων, κάτι το οποίο έκανε η Αττική στις 19 Ιουλίου. Οπότε αναµένεται σύντοµα και η απόφαση ένταξης ώστε να ξεκινήσουν και σε αυτήν την περιφέρεια οι ενστάσεις. Σηµειώνεται τέλος πως η δέσµευση για πραγµατοποίηση κύκλου εργασιών (πωλήσεις βάσει Ε3), που να προέρχεται από γεωργικές δραστηριότητες σε επίπεδο τουλάχιστον ίσο µε 50% της τυπικής απόδοσης εισόδου στο µέτρο, ξεκινάνε από το έτος 2023. Οι κρίσιµες ηµεροµηνίες για τις δεσµεύσεις των Νέων Αγροτών αποτυπώνονται στον παρακάτω πίνακα.
Τώρα, σύμφωνα με τις σχετικές αποφάσεις οι διορίες και οι δεσμεύσεις που θα πρέπει να τηρήσουν οι δικαιούχοι έχουν ως εξής:
Εντός χρονικής περιόδου 9 μηνών από την ημερομηνία ένταξης οι τζίροι
Να αρχίσει την υλοποίηση του επιχειρηματικού σχεδίου. Ως έναρξη υλοποίησης θεωρείται η έναρξη δραστηριοτήτων στη ΔΟΥ από τον αρχηγό της γεωργικής εκμετάλλευσης σχετικά με την άσκηση γεωργικής δραστηριότητας ή τη διαχείριση του νομικού προσώπου με κύρια δραστηριότητα στη γεωργία.
Εντός χρονικής περιόδου 12 μηνών από την ημερομηνία ένταξης
Ο αρχηγός της γεωργικής εκμετάλλευσης να υπαχθεί στο κανονικό καθεστώς ΦΠΑ.
Εντός χρονικής περιόδου 18 μηνών από την ημερομηνία της απόφασης ένταξης
Να αποκτήσει την ιδιότητα του «ενεργού αγρότη».
Εντός χρονικής περιόδου 2 ετών από την ημερομηνία της πρώτης εγκατάστασης όπως αυτή έχει υποβληθεί από το δικαιούχο στο ΠΣΚΕ και διαμορφωθεί κατά το διοικητικό έλεγχο
α) Στην περίπτωση ατομικών γεωργικών εκμεταλλεύσεων, ο αρχηγός της εκμετάλλευσης να αποκτήσει την ιδιότητα του «επαγγελματία αγρότη». β) Στην περίπτωση γεωργικών εκμεταλλεύσεων οι οποίες ανήκουν σε Νομικά Πρόσωπα, ο αρχηγός της εκμετάλλευσης να αποκτήσει ποσοστό απασχόλησης και ποσοστό εισοδήματος από την άσκηση επιχειρηματικής δραστηριότητας σε νομικό πρόσωπο με γεωργική δραστηριότητα αντίστοιχα με αυτά που ορίζονται για τον επαγγελματία αγρότη.
Εντός χρονικής περιόδου η οποία δεν υπερβαίνει τους 36 μήνες από την ημερομηνία ένταξης
Ο αρχηγός της γεωργικής εκμετάλλευσης να αποκτήσει επαρκή επαγγελματικά προσόντα, εφόσον δεν τα διαθέτει.
Έως την ολοκλήρωση και την ορθή υλοποίηση του επιχειρηματικού σχεδίου (3 ή 4 έτη) ο δικαιούχος θα πρέπει:
- Να διατηρήσει τον τόπο μόνιμης κατοικίας του και την έδρα του νομικού προσώπου σε περιοχή εφαρμογής του Υπομέτρου 6.1 εντός της Περιφέρειας
- Ο αρχηγός της γεωργικής εκμετάλλευσης να διατηρήσει την ιδιότητά του.
- Να διατηρήσει τη γεωργική εκμετάλλευσή του/της στην ευρύτερη περιοχή του τόπου της μόνιμης κατοικίας του/της αρχηγού της εκμετάλλευσης.
4. Ο δικαιούχος Νομικό Πρόσωπο να διατηρήσει ως κύρια δραστηριότητα τη γεωργική (Ομάδα ΚΑΔ 01 εκτός του ΚΑΔ 01.6 και του ΚΑΔ 01.7).
5. Να τηρεί τους όρους επιλεξιμότητας κατά τη διάρκεια υλοποίησης του επιχειρηματικού σχεδίου ώστε να ανταποκρίνεται επιτυχώς στους ελέγχους παρακολούθησης και επίβλεψης υλοποίησης της πράξης και του επιχειρηματικού σχεδίου, όπως λεπτομερώς προβλέπονται στο άρθρο 22 της υπ’ αρ. 3764/2021 ΥΑ.
6. Να διατηρήσει τη βεβαίωση συνδρομής των νόμιμων προϋποθέσεων για την άσκηση σχετικής δραστηριότητας ανάλογα με τον τύπο της επιχείρησης, για φυτωριακές επιχειρήσεις.
7. Να διατηρήσει αντίστοιχη έγκριση τύπου, για θάλαμο καλλιέργειας μανιταριών.
8. Το έτος 2023 να πραγματοποιήσει κύκλο εργασιών (πωλήσεις βάσει Ε3), που να προέρχεται από γεωργικές δραστηριότητες σε επίπεδο τουλάχιστον ίσο με 50% της τυπικής απόδοσης εισόδου στο μέτρο.
9. Κατά την υποβολή της τελικής δόσης, να έχει υποβάλλει τουλάχιστον δύο φορολογικές δηλώσεις που να αφορούν τα έτη του επιχειρηματικού σχεδίου με την πιο πρόσφατη από αυτές να εμφανίζει κύκλο εργασιών (πωλήσεις βάσει Ε3), που να προέρχεται από γεωργικές δραστηριότητες τουλάχιστον ίσο προς 60% της τυπικής απόδοσης εξόδου από το μέτρο.
10. Να υλοποιήσει επιχειρηματικό σχέδιο για την ανάπτυξη των γεωργικών δραστηριοτήτων του/της συμπεριλαμβανομένης της απόκτησης επαρκούς επαγγελματικής ικανότητας για τον αρχηγό της εκμετάλλευσης, εφόσον απαιτείται, όπως αυτό έχει υποβληθεί από τον/την δικαιούχο στο Πληροφοριακό Σύστημα Κρατικών Ενισχύσεων (ΠΣΚΕ) και διαμορφωθεί κατά το διοικητικό έλεγχο, προκειμένου να επιτύχει τους δεσμευτικούς στόχους.
